I think so. In fact I wrote a very similar plugin for my qpsmtpd
tutorial in 2004: http://www.hjp.at/projekte/qpsmtpd/tutorial.rxml

But it seems I neglected to put that into the svn repository. It's now
at http://svn.perl.org/qpsmtpd/contrib/hjp/count_denies (actually, I
think that's a candidate for the main plugins directory, but I should
probably clean it up a bit - apparently I changed the log levels from
numbers to symbolic constants at some point but it's probably still a
bit rough).
