There are currently two bug trackers: One at rt.perl.org and one at
http://code.google.com/p/smtpd/issues/list 

I think the latter is currently preferred.

I prefer svn/contrib. Unfortunately I seem to be the only one (only
Hanno has also submitted plugins for the contrib directory, and AFAICS
he hasn't updated them for quite a while). Part of the problem may be
that only a few people have write access to the repository and they are
always short of time. Still: If you want to submit anything to
svn/contrib, please send it to me and if I don't answer for a week or
so, send it again :-).

The wiki is nice for simple plugins which consist of only a single file,
and of course anybody can add stuff there.
If it gets a bit more complicated (for example, I recently added
testcases to require_resolvable_client, bringing the total file count up
to 6), I don't think that's practical any more (Can you upload .tar.gz
files to the wiki? I honestly don't know). So I just add a short notice
for my plugins to the wiki with links to the svn repository and my own
pages.
