We haven't done much of any tuning of dovecot at all. That's on my list, but to be honest, I don't have enough pop3 users to really test it very well. Most of my users use imap.
While I think it'd be feasible to install a 32-bit qmail-pop3d-toaster package on your new host and run it on a different port, I'd encourage you to do some troubleshooting and see where the problem really lies. There are others here who I expect would be happy to assist you, as there are some like you with loads of pop3 users.
