qmailctl restart doesn't work

qmail works fine
I configured it with qmail-conf


but "qmailctl restart" does't works
I have a permanent message 
        "can't restart qmail-send....already started"

I have the same when I do :
        qmailctl stop
        qmailctl start


where does that come from ??
