Generally a lot of ISPs forget to put T&Cs for this until they get hit
with someone consuming all of their mail resources.

Some do some don't. Some see it as an opportunity to provide a service
to people, others sell listmanager services, others simply incorporate
a charging mechanism into their email system.

A techniacl solution is to set up a separate instance of qmail and
direct your large-cc users to that mail server.

If people genuinely want to send to a large set of recipients and
assuming it's not spam of course, you might want to consider words
like "service" and "revenue" rather than "condone" and "limit".
