stopping delivery to remote domain

Is there a way to stop local mail from being delivered to a remote domain.
I have a domain that keeps filling up my que and never delivers.
the domain is always listed as opt??.edirectnetworks.net
For some reason they never seem to time out and drop out of the que.
They just sit there... and finally will build up to the point that I will 
have to
reboot the system to clear out the cue enough to start the delivery of my local
mail in a timely manner.
