I did a search via the archive and found the material just before I received
your note Charles, but thanks anyway. I'm having some unusual problems path
related but am not sure what. 

maildirmake /etc/skel/Maildir (even from within /cvar/qmail/bin) failed and
in the end I had to cd /etc/skel and do   /var/qmail/bin/maildirmake
Maildir

Have yet to look into that.

I take it a .qmail file is also required in /etc/skel.

What perms are these files in /etc/skel supposed to be ?

There was some discussion a couple of years ago on the mailing list (per
archives) with two or 3 possibilities given but I didn't see the end
result.
An explanation why would be appropriate to round off the subject.
