There are different ways to do this.
the most straightforward way would be an:
echo "<text>" > .qmail
so assuming you want Maildir-delivery you type:
echo "./Maildir/" > .qmail
but you can always use your favorite *nix-editor.

The manpages are installed on your host if you followed LWQ or INSTALL.
They are located in /var/qmail/man/ you should add them to your "manpath".
