I think he's saying that you need to configure tcpserver to set
SESSIONLIMIT on a per-host basis, e.g., in tcp.smtp:

  128.219.128.125:allow,RELAYCLIENT="",SESSIONLIMIT=10
  128.219.:allow,SESSIONLIMIT=5
