Yes.  Bruce Guenter, for one, has written realy-control, a POP-before-SMTP
relay control option.  It works well, and transparently.

There are several commercial qmail consultants who can do this; some are
listed on the www.qmail.org page.  Russell Nelson, a member of this list,
does qmail consultation.
