qmail goes down when my international backbone goes down

Hello everyone.   I Have one problem very interesting.   In Brazil, when my backbone goes down(EMBRATEL), my qmail MTA doesn't send any messages.   Today, this problem was occoured, and me and my the MTAs in my city who MTA is Qmail, they are broken down too.   Anyone knows this problem?   Thanks in advance!!!!!!
