When sendmail was first written it did *not* do RCPT aggregation.
That was implemented later, as an optimization.
In 1982 sendmail was by far and away in the *minority* of MTA's in
operation on the Internet.
The rapid spread of 4.2BSD UNIX systems (1983) soon changed that.
