My guess has always been that they stay away from .gov because the .gov is the one entity that can effectively shut them down. If most of the cycles of Federal government computers were going towards handling spam, then spam would quickly be stopped by law. If it were coming from overseas, pressure would be put on those countries that were hosting spammers. The US Federal government has the power to deal with spammers, unlike most of their victims. (My pobox.com address, on the other hand, gets plenty of spam, because pobox's antispam methods are very poor.
