What is qmail-pop3d.cdb? You mean the database for tcpserver, or 
something else I'm not aware of?

What line did you exactly use to invoke pop3d through - as you 
say - tcp wrapper (do you mean tcpserver?)?

FYI, my "rules" file for pop3 contains these lines:
195.250.137.225-238:allow
:deny
(ie. I am allowing pop3 access only for a few known hosts and 
noone else).
