One of qmail's defects is that asking qmail-send to stop doesn't do anything to also stop any qmail-remotes that may be hanging around, and can't exit until they do so first. You'll have to manually kill them, or wait until they go away on their own. Notice also that those are messages heading to hotmail's smtp port, not messages heading to yours, so stopping or killing your qmail-smtpd doesn't have any effect.
