If the To: header looks like the following, as it was indicated:

To: [SMTP: user@domain]

Then it is obviously broken.  It does not follow the format of E-mail
addresses defined by RFC822.

No, it is absolutely correct.  In the example cited above, the brackets do
not surround a domain literal.
