That's just not true. Whenever qmail-scanner generates an error like 
that, it forces an exit code that causes qmail-smtpd to notice it as a 
temporary failure. So the sender SMTP server requeues and tries again 
later. You could have a problem with clamd for hours - and the mail 
would still get through eventually once the problem was fixed.
