Thanks John and Jason for the the help.  I think I can get it working now. This 
would be a good subject to put into FAQ. 

I know from working at an ISP this question doesn't come up often but I work 
for the government now and I am putting in a Linux/Qmail email server.  The 
policy where I work at now is that no message is automatically deleted or such, 
no matter how obvious the message is SPAM.  I still have to manually inspect 
the quarantine and make sure that no important messages are in permanent limbo. 
 No matter how tedious and boring it is looking at junk mail part of the day.

i've never had any need to look in the quarantine area directly (or at least not in a few years) so i had forgotten about this.

that makes it a lot easier to deal with... just grab the addresses within double-quotes on the X-Qmail-Scanner-Mail-From and X-Qmail- Scanner-Rcpt-To lines, and use those on the qmail-inject command line (and yes, don't send those lines into qmail-inject.)
