use qmail-inject for that.
be careful, qmail-scanner won't scan the mail if you use qmail-inject

unless you set (and export) the QMAILQUEUE environment variable before running qmail-inject, of course.

and yes, you can do this... with the QMAILQUEUE patch, the QMAILQUEUE environment variable is recognized by any program which calls the qmail_open() function... which means all of the following:

condredirect
forward
qmail-inject
qmail-local
qmail-qmqpd
qmail-qmtpd
qmail-send
qmail-smtpd
qreceipt

any time any of these programs needs to inject a message into the queue, it calls the qmail_open() function- which normally runs the "qmail-queue" program, but with the patch, if the QMAILQUEUE environment variable exists, it will run the named program instead.
