All policy-based rules are defined in quarantine-events.txt. If you have a look in it, you will see this line related to your question: is-set Policy-ZIPPASSWORDPROTECTED: Password-protected Zip disallowed by policy This means that mails which have a ZIPPASSWORDPROTECTED header with a value "is-set" will be blocked. As explained in the comments above the line, this header is set automatically by QMS when a password-protected ZIP file is detected. To disable this rule, comment it out by adding a # at the beginning of that line, and then run 'qmail-scanner-queue.pl -g' to update the corresponding db file, as stated at the beginning of quarantine- events.txt.
