You will have to rewrite Qmail-Scanner to do that. There is no simple
option to turn on/off to do this.

Historically Spam checking has been treated differently from viruses
because spam isn't "bad" for your machine's health - it's more an
annoyance than a threat. So a system failure (in spamd) is treated as
not bad enough to force a requeue.

If you don't want to fiddle around with Qmail-Scanner, you could change
the "-s" and "-t" options on spamc to see if that helps, or write a
wrapper for spamc that does retries itself.
