You appear to be confused. This has nothing to do with qmail-scanner. Further, you ask how to fix this but there really is nothing broken. SpamAssassin assigns a score of 1.5 + 0.1 to those rules. If you want SpamAssassin to mark the message as spam, it needs to hit more rules so the total is over 5.0. The way to do this is to get more rules to trigger on these messages, not jack up the score of one particular rule so it is enough to reach 5.0. This is exactly how this setup is supposed to work. I would be trying to figure out how to get more rules to trigger (bayes, surbl, etc.) instead of trying to fix something that isnt even broken. Have you fed the message through sa-learn?
