We experienced this same problem. In our case, it was due to a timeout condition on the sending smtp server - clamav was taking so long to scan the mails that the sender timed out and retried. I think that in this case we should detect that the sender dropped the connection and refuse to deliver the message, but nobody seems to agree. In our case, finding a way to make clamav scan faster helped out. I turned softupdates on for my queue drive and that helped a lot.
