You can receive, but can't send??? As Qmail-Scanner is normally thought
of as only affecting "received mail" (as it acts during the SMTP
session), I can't understand how you can say it works for received?

What does the qmail-queue.log file say? It gives more information than
"temporary problem". I'd take a guess that your upgrade reset the owner
of clamd to "clamav" - instead of the required "qscand"?
