What I do is filter all email downstream of Q-S using maildrop (look for "X-Spam-Status: Yes" header) which moves Spam messages to each user's individual Spam Maildir folder. Then thru our Webmail service (highly customized version of oMail-Webmail) they are able to look thru their Spam if they want to and move any legit messages to their Inbox if they so choose (if they do this the sender's address is automatically whitelisted for them). I send bi-weekly reports (automated thru cron that simply counts the number of messages in their Spam folder and creates a summary email notice for them) to users letting them know how many Spam messages have been quarantined and suggest that they check it out since its possible a legit message may have been quarantined by mistake. By giving each user access to their own Spam messages this offloads the hassle and responsibility to them - not the sysadmin - where it should be.
