OK, so you've configured tcpcontrol files correctly - good.

Well there's your problem - what makes you think qmail-inject connects over
SMTP? :-) The settings you made cause  qmail-smtpd to invoke Q-S - but not
anything else (like qmail-inject).

You have to manually set QMAILQUEUE into something like /etc/profile if you
wish all *locally* generated mail to be routinely scanned. Qmail-Scanner
only impacts SMTP traffic by default

Actually, you can look at the ./contrib/test_installation.sh script for
details..
