Is it enough to change the $NOTIFY_ADDRS variable in qmail-scanner-queue.pl to "recips" or do I have to run configure and recompile/reinstall everything to enable notification of recipient when virus is found? I tried just changing the variable but it doesn"t seem to do anything.
You do not have to reconfigure qmail-scanner. Since it is just a perl script you can edit it and have the changes take affect immediately.
