I've attempted to use qmail-qfilter to do this by passing incoming mail
through tnefclean.pl first before sending it on to qmail-scanner-queue but
this results in the following error:
451 qq temporary problem (#4.3.0)

It seems to work OK when just using tnefclean but when I add
qmail-scanner-queue to the chain, the above error occurs.

You should be able to do this by installing a tnef unpacker and then re-running
the install for qmail-scanner. It will detect it and be able to unpack
winmail.dat files. I did this on my system and it seems to be working just
fine.
