That is absolutely correct. By design Q-S treats AV failures as serious and causes the e-mail to requeue until someone fixes the problem. OTOH, SA failing in any way just means the message cannot be tagged with a SPAM status. You can rely on your users to tell you when SA is down ;-) Seriously, tools such as supervise from daemontools can help auto-restart services when they die.
