Had the same thing...
In the qmail tcp.smtpd file, I put in:
IPADDRESS:allow,QMAILQUEUE="/var/qmail/bin/qmail-scanner-IPADDRESS.pl"
That QS file has everything turned off. There probably is an easier way though.

How about just defining QMAILQUEUE="/var/qmail/bin/qmail-queue" ??
This will skip qmail-scanner-queue and run the "original" qmail-queue.
