Ah! You said "not tagged as spam" - which has almost always implied SA
wasn't actually being called.

Anyway, running "spamassassin" isn't the same as running "spamc" - which
Q-S uses.

Do that and see what's up. BTW: this has now turned into a SA issue for
you - not a Q-S one...
