No. For qmail to relay for an IP address tcp.smtp must set RELAYCLIENT. In other words, the following would be the config for an open relay:
:allow,RELAYCLIENT="",QMAOILQUEUE="/var/qmail/bin/qmail-scanner-queue.pl"
