Really no... This is a little bit confuse... 'admin' is
"$QUARANTINE_CC", when you choose as $NOTIFY_ADDRS admin, the
notification will only send to the address in the "$QUARANTINE_CC"

Yes is safe to do it in 1.15, you will consider to update to version
1.22 that has a lot of features against the new viruses. If you want
