If you have $skip_text_msgs=1 and *don't have uudecode installed* then you
are correct. Yup, it's a bug.
However, I'd like to know who doesn't have uudecode installed on their
systems (besides you - obviously). I doubt this affects too many sites...
So, until I fix it properly, anyone running Qmail-Scanner *without*
uudecode installed should ensure "$skip_text_msgs=0" until it is fixed.
Actually, better yet, install uudecode and re-"./configure"
Thanks for the heads-up.

just as some points of reference, I looked on several systems I have access to

2 RH9 boxen - no sharutils pkg, no uuencode/uudecode
1 RH7.3 box - no sharutils pkg, no uuencode/uudecode
3 RH7.3 box - sharutils-4.2.1-9 pkg, with uuencode/uudecode

That's a 50/50 split.
since I didn't install all, I can't say offhand what was done differently/missing during setup. I've fixed the ones under my control but I'd guess the number of boxes without sharutils/uu[en|de]code may be higher than you might "like".
