If you are wanting to define per-user delivery instructions, then you cannot rely on a "qmail-queue" area piece of code like Qmail-Scanner to help you.

This is a MDA (mail delivery agent) issue - use maildrop/procmail via their global config files to define per-user SPAM folders/etc.
