PLEASE PLEASE PLEASE - you are getting REALLY SpamAssassin specific here.
What you are trying to do should be communicated to the SA authors. 

This idea of having "spam" vs "maybe spam" may turn out to be a really good
idea - so why put effort into making a Q-S variant that can do it - why not
convince the SA authors to it's merit?
