Late, but I think I've found the solution to this, and it's so simple it's
painful.  Clamav-0.60 and older installed the basic clamav.conf file with
644 perms.  Clamav-0.65 installs clamav.conf with 600 perms so when
Qmail-Scanner attempts to invoke clamdscan as qscand, it can't read
clamav.conf and dies.

So, either changing the ownership of clamav.conf to qscand or changing the
perms to 644 should fix this.
