Late, but I think I've found the solution to this, and it's so simple it's painful. Clamav-0.60 and older installed the basic clamav.conf file with 644 perms. Clamav-0.65 installs clamav.conf with 600 perms so when Qmail-Scanner attempts to invoke clamdscan as qscand, it can't read clamav.conf and dies.
