I can't vouch for any other distributions, but RH7.3 and RH9(with the UTF8-enabled perl 5.8) install suidperl as part of a normal install -- never had to worry about contortions or configuring it either. In fact, the only real issues I've had with RH9 have been default LANG setting being set to LANG=en_US.UTF8 .. but editing /etc/sysconfig/i18n cand changing ythe default lang to en_US took care of that issue (even though I still set it in my .bash_profile for my normal users to be on the safe side).

folks,
I was installing the latest qmail-scanner on a linux box and notice that it still clings to suidperl. I looks like suidperl is not supported/liked/installed by default anymore on any newer release of perl.
So, is there a new way to give qmail scanner the access it needs without doing all the funky contortions of getting suidperl to work?
