I have tried -

chmod 4711 /usr/bin/suidperl

as described in the install instruction, as well as -

If those above mentioned don't work you'll need to use the C wrapper 
that is supplied in the contrib/ directory with qmail-scanner.   The 
instructions are in the contrib folder.
