that's incorrect. that controls the maximum message size that your qmail-smtpd will allow to pass through the server. It has no effect on scanning except indirectly.
I allow my clients to send messages up to 100MB in size. They can also receive messages up to that size. If I had spamassassin/clamscan scanning 100MB messages, i'd grind to a halt. but i don't have SA/clamscan doing that. nothing more than 1MB gets scanned, per my other message to the list.
