A while ago I submitted some changes (abiet not patches) to version 1.14 that did something similar. (allowed you to rewrite the delivery address of tagged messages before delivering them to the queue.) This could easily be modified, I suspect, to deliver the message to the original recipient as well as another. Perhaps search through the list archives for these submissions.
