This really should be shouting out to you what the problem is. Your qmail-scanner-queue.pl script is not setuid qmailq. You can tell that as there are files owned by uids other than qmailq in that directory. You really should have installed it via "./configure.... --install" - but first make sure you have suidperl on your system (typically /usr/bin/suidperl, which is setuid root).
