In reference to using rblsmtpd and the other spam prevention tools listed below, I was wondering whether these programs give one the option of specifying a system or configuration file, rather than a computer server, as the means by which the list of known spam relays is obtained.

AFAIK relays.osirusoft.com is a collection of lists which already includes spews.osirusoft.com (aka www.spews.org) thus if you use the former then there is no need to use the latter. I would just like to say that you should review SPEWS' listing policy very carefully before you decide to use them. We have been innocent victims of their strongarm tactics on more than one occasion.
