Well, as Jason mentioned - there are more than one way of 
doing things :)
Go to /var/qmail/supervise/smtp and edit file called run. 
Add QMAILQUEUE="/var/qmail/bin/qmail-scanner-queue.pl" 
export QMAILQUEUE  (no breaks after qmail-scanner-queue.pl" 
sorry for wrapping :)

Don't forget to restart qmail-smtpd.

man cat
The cat utility reads files sequentially, writing them to 
the standard output.
See EXAMPLES section of man cat.
