You've reached a mailinglist for users.  It isn't appropriate to address
that group as "team" and to ask them to do your work for you.

I suggest that you either need:

  someone within your IT organization who is competent to
  install/configure qgis in the new environment and test it

or

  a consultant or some kind of paid support

In addition, before you decided to migrate "PCs" to a "cloud
environment", I suggest that it would have been a good idea to define
requirements and evaluate how your systems and processes might or might
not function.   It would have been a good idea to have a
test/exploratory phase where you tried each needed function.

I suggest you raise this issue with your cloud provider.  It seems
likely they have claimed that "Cloud PCs" are equivalent to actual
computers, and thus should be able to help you.

When you have things working or have given up, please report back to the
users' list a summay of your experience, including what "Cloud PC"
means, performance characteristics or variant, the characteristics of
the network, what kind of local device (perhaps you are using X
terminals? :-), what version of qgis, what kinds of operations, and how
it works.
