Most likely this message is coming from the Google Earth Engine plugin. Disable
the plugin and see if the message goes away. If you want to continue using the
GEE Plugin, you need to register a Google Cloud project
[https://courses.spatialthoughts.com/gee-sign-up.html] for your Google account
(This has nothing to do with QGIS, but your GEE account).
