Recently, I've been working on exporter algorithms to get my QGIS layers into Blender3D. The first release is in the plugin repo, marked as experimental. Maybe you can use it?

You can create a mesh from DEM data and buildings in QGIS, but the exported
mesh will hardly be watertight. I suggest you export it to a 3D modeling
software like blender.

Then consult the blender documentation and community for making your mesh
watertight. Unfortunately, my knowledge of Blender is constricted to modeling
