Hi,
One solution, assuming you don't need to run any analysis and its purely for viewing on a map is to use a vector points dataset, using the points as the centres for the circles and styled using an attribute to define the Circles radius.
To change the radius, you can place the dataset in edit mode and using the Identify Features tool change the circle radius.
You can also, if required buffer the point files using the radius attribute and the Variable width Buffer tool I hope this helps.
