Thank you for your message. I use QGIS 3.34.3 (Windows) with gdal 3.8.3.
So it should work.

creation capabilities in browser are:
- ESRI FileGeodatabases on GDAL 3.6+
- GeoPackage and sqlite databases on GDAL 3.7+
