Sebastian – thank you for your thoughts.  The idea that a different version of 
QGS might be creating the issue had occurred to me and I’ve tested that by 
opening the project file in the version in which it was originally created.  
That did not resolve the issue.  It seems unlikely that corruption of a 
specific QGIS project file is the issue since this problem occurs with all my 
project files.  The fonts that I’m having issues with are installed on my 
system and I have no issues with these same fonts in other applications on my 
computer.  Also, once I reset the font variables in my QGIS Print Layout, they 
show up fine and remain unchanged for an extended time period.  However, after 
an unknown amount of time (months to a year or so), the font characteristics 
reset to the default.

I’ll try submitting a bug report.

Tim,
I have never had the font style change on me after reopening a QGIS file. In 
other words they should be locked by default.
To me this sounds like a bug or there is an issue with the way fonts are 
working on your system or your QGIS file is getting corrupted in some way.
If you can share your file or create a simple file showing the issue I would 
suggest creating a bug report on the QGIS github site.

The volunteer bug fixers will only be able to fix your issue if they can 
reproduce it so if you can create a file with steps that consistently creates 
the problem you will have the best chances of getting it resolved.

Here are some things I would consider trying.
If you are using a different version of QGIS now you could try to download and 
use the same version of QGIS that you used previously in case something changed 
on the QGIS code that prevented your file from working correctly.
Is it possible that the font you were using previously is no longer available 
on your system and QGIS is replacing it with another font?

Hello all – does anyone know if there is a way to lock a text map item in QGIS 
Print Layout to prevent the font size and type (bold, italic, etc.) from 
changing over time.  I’ve had several situations where I created a series of 
maps and exported them to PDF for a client and later needed to amend the maps 
and found that the text items created in Print Layout (map title, date, figure 
number, disclaimer statement, legend text, etc.) had reverted to a default font 
size and type.  Having to reset all the fonts for the text items can be very 
time consuming when you need to do it for 20 or 30 maps.  I’ve tried locking 
the text item in the Items panel in Print Layout but that seems only to prevent 
the text item from being moved but does not retain the font characteristics.

Any thoughts would be appreciated.
